SCOTT RHODES
Chairman
Scott, a Sales Executive, has been living in Brewster since 2003. As the former Co-President of the Brewster Youth Football League, Scott ensured his visibility and engagement in the community. As a co-founder of CEPAB with Ronald Reid and Jenie Fu, Scott worked on Putnam County Legislative Executive Order 203 from 2020 to 2021. This order was developed to better policing policy, practices, and biases in the community. In March 2022, along with co-founder Ronald Reid, State Senator Pete Harckham presented Commendation Awards to both men for their leadership and commitments to bettering the community.

RONALD REID
Co-Chair
Ron, a retired NYPD officer, has been a football coach for Brewster High School for many years. He came to Patterson from the Bronx in 2009 and has been an active member of the community ever since. Ron received a BA in Social Science from Western Connecticut University, and his passion for promoting diversity in Putnam County is what urged him to become a co-founder of CEPAB with Scott Rhodes and Jenie Fu. In March 2022, along with Scott Rhodes, State Senator Pete Harckham presented Commendation Awards to both men for their leadership and commitments to bettering the community.

Toni Faiella-Salas
Secretary
Toni Faiella-Salas, a Bronx-born resident of Putnam County whose academic career has been hosted by CUNY’s John Jay College of Criminal Justice (BA ’14 and MPA ’18), is the current Secretary of CEPAB. Toni works as the Director of Elementary Program Operations for the non-profit, NIDC and her experience in the sector spans 16 years. With expertise in youth services, Toni’s additional areas of knowledge include community engagement, crime prevention, human resources, and grant writing, which make her a perfect fit for her work with CEPAB. Toni loves the community initiatives in Putnam County and takes great pride in contributing to a positive common goal with her peers.

Matinah Drew
Executive Board Member
Matinah is a long-time resident of Brewster and has raised her 3 children in the Brewster school system. As the founder of NobleHearts HR Consulting, her need to connect with other entrepreneurial individuals in Putnam led her straight to CEPAB. Here, she can connect with members who care about police policy change. Her expertise in Human Resources helps assist in creating recommendations that benefit both police policies and the community. With other members, Matinah strives to engage both the community and police in an effective way to find positive solutions to critical issues.

Jeffrey Tepper
Executive Board Member
Jeff is a retired Middle School Counselor. He also coached at both John Jay MS and with
Brewster Youth Football and Lacrosse programs. He still coaches MS Track at John Jay MS.
He moved from Long Island to Brewster in 2002. Jeff Received a BA in Psychology and a MS in
Counseling Education both from Hofstra University. Jeff has developed and delivered volunteer presentations at John Jay such as How to Organize a MS Student and Adolescence, What It is, Why It’s Important And How We Can Survive It. Jeff’s passion is to enhance to lives of others,
whether this involves holding a door for someone or being involved on the town and county
level. Jeff has been a member of CEPAB since 2021.
